You wheels are hub-centric, which means the wheel centers itself on the wheel hub. When just a slight amount of water gets on the hub, and the wheel has not been taken off in a long time the hub and/or rotor rust slightly causing the wheel to stick. If you kick, or hit the top and the bottom of the tire, going back and forth eventually you can wiggle the wheel loose. This may take some force, make sure you do not bump your car off of your jack. When you put the wheel back on try to use a wire brush on the hub of the car so that you can install the wheel properly. I would torque all of the bolts two times to ensure that you have the wheel on the hub all the way.
