OK. Let's talk a bit about how pictures and cell phones work. In a sense, the cell phone is just another very small computer, which has the ability to communicate wirelessly and also has a built-in camera. So, the phone is able to receive a picture from some other source (another phone, a computer, etc.) and it has the ability to take a picture. In both cases, just like any other computer, the data that makes up the picture must be stored. With a computer it would be stored on disk. On a cell phone it is stored in memory, either in the phone or in a removable memory card. So now we get to the crux of the matter. You will be able to see the pictures that were taken or sent to the phone ONLY if they are still in memory. That means that you must have physical possession of the phone and/or the memory card, and the pictures must not have been deleted. Unlike a disk, where some residual image of data might remain on the disk, once something is deleted from a memory device it is gone.
You will not be able to retreive the pictures from the cell phone carrier, even though they may note the transaction on the bill. They don't have the capacity to store everything that is sent to/from all the devices on their system, and privacy laws, etc. would prevent them from doing so anyway. So, your only possiblity is if the pictures are still in memory, on the memory card, or they have been downloaded and saved somewhere else.
