No. Just because there is a previous dent in the bumper does not allow the insurance company or the repair shop to charge you for replacing the bumper now that it has been destroyed in an accident. Also, by law you are entitled to get an estimate from companies not recommended by your insurance carrier (and I would do that) since many times the insurance carriers repair shops are actually more expensive.
