Hi, welcome to Just Answer.
There is no adjustment for the master cylinder or the brake pedal. If you have a low pedal, and have rear drum brakes..have you made sure they are adjusted correctly? Read brakes have the largest influence on the pedal height and pressure.

How many miles are on this Lincoln? And is your main concern the stopping distance when using the brakes, or does the pedal have a spongy feels to it? Does you model have ABS, and is the ABS lamp on than?
I see...so your only option than is to have the push rod between the booster and the master cylinder fabricated to be longer, and we're talking about a very small amount. A couple of millimeters on the push rod will raise the pedal engagement greatly. Too much will cause the brakes to lock up without touching the pedal. You need to find a good brake shop in your area that is willing to attempt this, since most places don't want to touch the push rod...if they make a mistake it can cause the brakes to be unsafe.
Your under no obligation to accept this response, but from your explanation of the problem, it seems that the brakes are functioning normally, and that it is your preference to raise the pedal engagement..if you prefer you can always relist the question for another opinion from one of our other Experts. Thanks.
