Hi,
While it is really tough to be sure without a physical examination, your description does not suggest herpes as the most likely possibility.
An allergic rash to the latex in condom, or any other local irritant is more likely.
That being said I would like you to be checked by an ob/gyn to confirm the cause of your rashes,

ive been with my boyfriend for 3yrs. we dont use condoms but it think he have them also on his penis. ive just started breaking out i just a pap smear but everything was ok. i just want to be sure i dont have anything. it semms i break out alone the outside of my vagina. i dont think its a yeast infestion either.

If this disappears on its own, within days then herpes is less likely, since they are usually blistering lesions.
Again without physical description really a tough call, but contact dermatitis is high up among the list of causes,
Any new hygiene product ,detergents etc. may cause this too,
