This site shows a pigeon being given first aid for a broken wing
http://www.duckpolice.org/BirdWeb/PigeonResourceWeb/brokenwing.html
rather than using any sort of tape you can consider cleaning any wounds, folding the wing up to the right closed position and using an ace bandage, a sock, the panty or leg part of pantyhose to hold the birds wing in place without damaging feathers.
If you have vet gauze or vet wrap you can use that - if you need to get tape and cannot find vetwrap then use only paper tape to avoid feather damage.
Keep the bird warm and with easy access to food and water until you can get to a vet.
Hope this helps you!
