How old is the printer?
Unfortunately, if the reseat did not work and neither did the power on/off then it has hardware failure and would need to be repaired/replaced. To repair the printer would cost between $150-$300 depending on the part/labor for the issue. For cheaper, you can buy a brand new printer with a 1 year warranty.
It is always up to the customer to decide if they would like to repair or replace their device but I would recommend replacing it.
I am not sure what you are asking with your last request -- If the computer is not recognizing the printer (which will happen since the printer has hardware failure) then you cannot change settings on it.
