Let's try a couple of something things to try to determine if the problem is on your end or on the end of the receiving fax number.
1) From a regular phone line, dial the fax number to see if it picks up or if you still get a busy.
2) from the fax machine, try to send a fax to a different number and let me know if you still get a busy.
