If you lift up the entire scanner ( not just the lid )

Then the carriage should move to center.. And you can then remove the ink cartridges, and install new ones.

does printer need to be connected and powered up

yes.. It needs to be powered on for this to work.. If its not powered on, the carriage wont slide to center so you can replace the ink tanks.
