I recommend that you first of all, disconnect the Dymo physically from the computer, before doing the uninstall, then do a restart, then do a reinstall of the software. That may unlock the problem with execl.exe and allow the process to work properly.
Also reload the labels in the Dymo device... it may be sensing 'labels not loaded' or similar condition.
