The sticking can be at the throttle body, so check that first by disconnecting it there. If the throttle body valve moves freely, then you need to replace the throttle cable.

The cable just feeds through the firewall an attaches to the back of the gas pedal. The other side attaches to the throttle body.

It's pretty easy to do, once you have the new one in your hand, it will make more sense too.
