Hello , here to try and help you to understand what may be going on .

usually the paint comes off after a harsh cleaner has been used to clean the wheels. Other than that it should not come off. Have you or anyone used a cleaning solvent lately?

I am looking top buy the car and am a little concerned that it may be a sign of "abuse".

The only time I see that is when the car wash or similar uses harsh chemicals to clean the wheels and make them look pretty. The dealers have some very harsh chemicals to clean cars. but so do car washes.
