Pool bottom has a sticky grey film and the surface has what appears to be an oily film. The residue on the pool brush is a sticky grey sludge that smells like paint or plastic. ?

we still need help. We recently put a new solar cover on the pool and within a couple of weeks it started to get sticky. Then the bottom of the pool felt sticky and there is an oily looking substance on the top. We had the water tested and the alkalinity and PH are low and we have chemicals to put in for that.
