I have a max-e-therm 200hd that the "service heater" light is on and it won't fire. On the underside of the control board, the LED 11 light is red

Do you have an error message on the display? If not try cycling the power off wait a minute then back on again. What happens when you cycle the power?

Ok, it looks like the AFS LED is lit. It also sounds like the blower isn't running. Both of these could indicate a bad blower. To verify this you need to check for line voltage (~120 volts AC) across the 1 & 3 pins of the blower connector. If you have voltage there and the connection is good then you need a new blower.
