Welcome. My name is ***** ***** would be glad to assist.

Based on the posting information " It does have an inline GFCI on the power cord and there is no light on the GFCI nor do the test and reset buttons do anything."

It appears that the GFCI inline has failed.

The only reason a GFCI will not test nor reset, is if it has no power at the receptacle or it has failed.

Verify once more that the receptacle being used has the needed 120 volts by trying a small appliance in the receptacle and if it definitely does have the power, try the Tub cord once more.

You may need a new cord with a built in GFCI for the tub.
