I have an older hot tub and replaced the heating element 2 weeks ago. it was working fine but the tub shut off a couple days ago. it tripped the breaker 60amp. this is a small 4 person tub. if I reset the breaker and turn off the heater everything runs fine. when I turn on the heater it instantly trips

this of course means the heater is shorted or wiring to it.

I agree it something with the heater but the stated resistance for the is between 9 and 12 ohms. I'm getting an ohm reading of 10.8. I can't see any wires touching. And the fuses are fine. Can the element still be bad?

unhook the power feed from elements and ohm element wire to ground...tell me if short to ground
