We just replaced our vinyl liner on our ingound pool. The thermoplastic steps don't match the new liner at all:( The best solution we can come up with is to drain down to the steps and paint them. I've searched everywhere, but can't find any information about painting these type of pool steps. The pool is saltwater.

many latex paints will work ok..
But if you want to go with a tried and tested paint for thermoplastic copy and paste the link below

The steps are actually in the water. A regular latex paint won't hold up. Any other suggestions?

I think you may be confusing wet application clean up a latex has versus dryed/cured. Latex pool and boat paint is very common.
