I have a Hayward Pool Pump and when it is on filter the skimmer

I have a Hayward Pool Pump and when it is on filter the skimmer is not pulling any debris off of the surface. It does not appear to have any pull or suction. What should I check first to get this working properly? Thanks

First check that the filter is not dirty or its intake blocked.
If that does not clear the problem check for leaks in the line.
Should be a water trail at leak.
If it is an air leak it will be harder to find
It could be air in the line
This can clear itself in about fifteen minutes running
Another cause could be the pump.
Make sure it is primed and working properly
Worst case it may need replacing

I've checked the filter basket and it is clean. The pump is primed and the skimmer was working but has since dropped with suction. All of the other functions work with the pump. Could the sand in the filter need to be replaced?

Yes That is a good possibility.
It can be dirty enough to slow down the flow
