I have a 2001 Aztec that gets hot until I kick it into

I have a 2001 Aztec that gets hot until I kick it into passing gear and the let off. the temp gauge then starts going back down until the car is shut off for a while then the same thing happens after the engine cools off. Is this a vacuum problem or a sticking valve?
