exterior temp reading on 99 grand prix reading 40 and outside actual 65 is this reading calibratable also air stopped working set for 60 compressor doesn't appear to be cycling and last week could only get cold air out of passenger side

The exterior temperature sensor is giving off a false reading. The sensor is a thermistor (changes resistance with temperature) The a/c will not operate if the sensor is reading 40 degrees. Replacing the sensor should fix the reading and make the a/c operational again. The sensor is located in the front grille area of the car. See #4 in picture.
