You may have a vacuum leak or evap leak or restriction so change the pcv valve and spray carb cleaner around the hoses and it stumbles then you found your leak. Als check for fuel restriction. If you have any codes then it may be a sensor and if you do have any code may I have them.

Additionally the O2 sensors and and maff sensor is another way a engine can surge

I just replaced the engine coolant sensor,the Tps, and an 02 sensor. could it be the idle air control valve? cause it refs up and down but the throttle cable stays loose.

If it doesnt do it when in gear its possible.

no it doesnt but the throttle will stick sometimes

Yes I am some other expert locked you for a while so i couldnt get to you. Lets spray some carb cleaner and check for leaks.

And clean mass air flow sensor if you have a after market air filter that you condition with oil then it can tar and feather the mass air flow sensor.
