It sounds like the cluster itself has failed, nothing else should cause speedometer to stay up when shut off. Its about $450 to have replaced at dealership or you can get a used one from www.car-parts.com and install youself. Make sure used cluster has about the same mileage since mileage from old car will stay. Let me know if you have questions, thanks.
