i have a 2003 Grand Prix, why is the shift lock release not unlocking

With the key on and you press the brake, do you hear a click near the shifter?

The answer to your question is, sometimes.

Sometimes I have to use the shift lock release button beside the shifter to be able to get the key out after turning the car off.

And sometimes I have to use the button to get it out of park when starting the car.

This has been going on for a while now on and off. Nothing to really complain about, but about a month ago I had my transmission rebuilt, and since then it's been alot more of a problem.

Disconnect the switch at the brake pedal that has the pink wire and the green/white wire. Does the shifter work properly?
