Welcome to Just Answer, my name is ***** ***** I will do my best to help you with your issue. First I’ll need some more info so I have a more complete picture of you situation.

What is the model of the valve? does it have integral stops/shut offs?

Customer: replied 10 days ago.
It's a delta monitor. It's a single handle valve
Expert:  Rick replied 10 days ago.

I understand. I asked if there are integral shut offs. They would be where the water lines connect to the valve body.

Customer: replied 10 days ago.
No integeral shut offs
Expert:  Rick replied 10 days ago.

Then there's no way to adjust/increase the flow. It's possible sediment could be fouling the cartridge but the valve should have been flushed out before the cartridge was installed. You can try removing the cartridge and flushing out the valve.

Customer: replied 10 days ago.
Would the integeral valve have handles or would they be two screws one on each side
Expert:  Rick replied 10 days ago.

The integral shut offs are just straight screwdriver slots on the end of a short valve stem right where the water lines connect to the valve body.

Expert:  Rick replied 10 days ago.

Counter clockwise to open

Customer: replied 10 days ago.
Ok. This type doesn't have them. There are two screws on top of valve on each side
Expert:  Rick replied 10 days ago.

Then flushing the valve is all you can do. Is the flow weak out of the spout too? or just the shower?

Customer: replied 10 days ago.
Out of the spout. Drops a lot when cold water is all the way on and same with hot water. Great flow/psi when water is Luke warm if that makes sense
Expert:  Rick replied 10 days ago.

When you mix you're getting flow from both sides so twice the flow of hot or cold only.

Expert:  Rick replied 10 days ago.

If that's your concern then it may be normal operation

Customer: replied 10 days ago.
Ok
