when we flush the toilet the water comes up high and then goes down slowly, does not flush quickly down like its supposed to--just started this, how do we fix it

Sounds like you're describing a stoppage in the toilet bowl. The best tool to clear it is a closet/toilet auger (see attached picture). You can get one at any of the big box stores and most hardware stores.
