Trying to completely drain a water heater. turned the cold

trying to completely drain a water heater. turned the cold water valve clockwise all the way to stop, and the tank won't empty. I've got two tanks set up the same way. Both seem to have the water cut off, but both continue draining well after 20 mins.

You've got to allow air into the system to allow it to flow.

I usually do this by lifting the lever on the temperature and pressure relief valve.

Does lifting that relief valve take some effort?

If your gate valve has failed to close all the way then it's allowing water into the tank still. You may have to shut of the water supply to the building.

Tell me this. You say it's flowing good? Can you stop it with your thumb? Like is it still feeling like there is pressure or is it just gravity?

it's been coming out at a high rate for well over 20 mins on a 50 gallon tank. A thumb over the hose would make a mess for sure

If you are just trying to flush them it's best to do it under pressure anyhow.
