Just purchased a Bradford model RE350T6. Did the complete

Just purchased a Bradford White model RE350T6. Did the complete install, filled the tank, and turned on the power, yesterday at 1:45PM. So far nothing but warm water. Went on line and copied the service manual and went through all of the tests for my particular model (double element, non-simultaneous, single phase). Line voltage, ECO, and element for burned out and short circuit, were all OK. Thermostat testing for upper and lower indicate that both are bad. What are the chances? I have called for warrantee service and am waiting for a call back, but wanted to make sure I am not missing something obvious.
