If you open the temperature relief valve, does it fire then? Gas valve is on?

Water comes out cold from the temperature relief valve too?

Customer: replied 1 year ago.

Try turning the hot and cold valves off again and remove the filter. Turn the hot water valve on then off and then turn the cold water on very little then off. Replace the filter. There must be debris stuck in the flow sensor and keeping it from sensing flow to fire. That should dislodge whatever is in the flow sensor.
