When was the last time it worked? what type of spigot is it? a standard sillcock? a frostpruf model? something else? If you don't know then a picture will help

A couple of weeks ago, it is a Brass Still Faucet, I stuck my finger up it and can feel the mechanism opening and closing. Also verified that the water is on

The first thing to do is turn the shut off for the sillcock off then pull the stem/guts out of the sillcock. Check to see if the washer fell off and is clogging the opening. This is the most likely culprit and replacing the washer is the easiest fix.
