I tracked down a slab leak. It's a hot water line coming up

I tracked down a slab leak. It's a hot water line coming up to an exterior wall. It's below the slab and it's probably pre-tensioned concrete, so I can't cut it out. Anyway, I cut the line on the supply side of the pipe. It still leaks at the same rate. The most perplexing thing is that the water that leaks out is cold. Not hot. ???
