I just bought a house with a septic tank. There is a hole in the ground in the low spot where the rain runs down to.

That's not necessarily an indication of anything related to the septic system. It could be an opening to a french drain (a storm/surface water drainage system). Unless water starts ponding in the yard (and it stinks) or the plumbing drains back up there's no obvious concern about your septic system
