This is an indication that your unit is malfunctioning, either skipping the rinse cycle after the brine flush or the rinse time is too short. If you haven't messed with the settings this is usually an indication of a faulty controller which may need to be replaced. 18" of water in the brine tank is nor a cause for concern and not the cause of this issue.
