my toilet tank won't will with water. i just replaced the flapper as i thought that would help,but it still runs and doesn't fill. i don't know where the running water is coming from as the new valve sits tightly

The only way the water can get from the tank into the bowl is via the flush valve. If you're sure the flapper is making a tight seal then you probably have a defect in the flush valve itself. You will probably have to replace the flush valve if the flapper seal is indeed tight.
