Water drans SLOW from tub. Nothing is blocking the water from LEAVING. The trap is in the celler. The water go's into the trap coming out in a straight pipe into a 90 DEGREE elbow into the long drain pipe. Could it be air bound.

Drains can only get air bound if they aren't vented properly. If that was the case here your drain would never have worked and improper venting "never" causes a slow drain. You have a stoppage. It could be just hair at the tub drain mechanism or further down the line. The first thing to do is take off the over flow plate and pull out the mechanism. If you don't find hair there then you'll need to snake the line with a power snake which can be rented from a tool rental outlet.
