If there is just a trickle of water the holding tank diaphragm may be broken. You can check to see if it is broken by pushing in the air valve. If any water comes out it needs replacement.

I just put in a new pre filter and it seems to be working right now. I can't see how a filter got that dirty in 3 weeks. They're supposed to work for about 3 months.

Likely just a larger piece if sediment. If the filter isn't that old you may find a little pebble in it. I wouldn't throw it away you may have gotten whatever the blockage was out. To make your pre filter last you can put a sediment filter on your whole house. There are sediment filters that are permanent filters that you flush. You never have to replace it just turn a valve to flush. They even have them that automatically flush.
