I recently had my dishwasher repaired and the serviceman said I needed to have a plumber change the drain in the washer. He said it was draining straight down and therefore draining water too soon. The drain should be 2 feet below the sink, not going straight through the floor. Is this true and how much would something like this coast?

Welcome to JA! The dishwasher hose should loop up high at some point before the drain. This prevents water from draining out before the pump kicks on. If your dishwasher is currently draining into the sink plumbing under the sink, then simply raising z portion of the hose and strapping it shouldn't cost more than a simple minimum call for your area. Most likely between 50 and 100 dollars. If the drain actually needs changed the cost could triple.
