Hello if the foot valve at the bottom of the pipe in the well is not working properly you will not get any jet pump action.
Tell me what the old pump was rated at, that data will be on the pump head... total feet of head, and GPM and the horse power rating on the pump motor
Get me the same data off of the new pump
Look this diagram over please, tell me if yours is this two pipe style of installation or not;

It is not exactly like that, it is similar but the pump has only one coming in from the well not two pipes, then one on top going to the tank. I was just down there working on it and my wife brought the idea to see if any water comes from the well which it does. So my next question i am wondering is do i need to put air pressure in the tank or will it do it itself, because since using the wet vac to suck water from the well which we got a return it is now trying to pump water, not alot a little aerated, but flowing.
I am getting water out of the service valve now from after tank.

once the tank goes empty, it is the water from the pump that pressurizes the tank, you don't have to add air pressure

if the pressure switch is set too high, that is higher than the pump is capable of in terms of total lift, the pump will run until it pressurizes the tank to the limit of its capability and will keep running and not shut off, and only start pumping water again when you open a tap and let pressure out of the tank
tell me what the pressure gage reads on the tank and on the pump
tell me if you have water flow at the taps in the house or not... if you do, tell me how long it takes to fill a one gallon jug of water from the cold water tap
I am not getting any water from the well now....
No i have no water from any taps
and it is reading 0
Did you say that earlier you were getting water from the well using a wet vacuum?
Yes then i tried again and nothing
if thats the case, it may be a bad pump, the impeller not fit properly into the pump housing so it lacks sufficient lift to draw water up from the well, or it may be running backwards, check that just in case
how deep do you think the water table is
If the total lift is much over 22' a shallow well jet pump will not have the lift it needs
Look on the new pump head or on the paper work it came with it will tell you what the total feet of head is on the pump
compare that to the feet of head rating on the old pump and you may have the answer to why this pump is not moving any water
see if you and use a heavy string or light rope with a weight on the end to determine how far down the water table is

if air is trapped in the horizontal section of pipe between the well head, and the pump, it may not self prime
we need to know how far down the water table is as well
if you have the old pump the feet of head rating will be on a tag riveted to the pump head
thats the link again, look at the extensive trouble shooting section,
its most likely air trapped in the horizontal section of pipe leading to the pump suction, or too low a lift rating on the new pump
for the depth of the well
try priming the pump from the well head to the pump suction with water, you can pour it in from the tee. if there are any air leaks in that section of pipe the pump wont prime
