the cold water on my bath tub faucet doesnot come out but the hot water does.can you help me with this.

You will have to take the cartridge out on the cold side after shutting the water off. Most likely you have rust inside the faucet that is caught in the cartridge.

do u mean the stem for the cold side with the special wrench

Yes. With the cold stem out verify if there is rust caught in there. If you don't see rust or any debris in there, Try having someone stand by the shower while you turn the water back on slowly. (with the cold stem still out) If water comes out then it is most likely the cartridge. If not, then you have a restriction in your supply piping and the affected section would need to be replaced.
