Why would my toilet bowl lose water. the tank stays full and is the proper depth and I cannot hear any water leaking but the bowl water slowly goes down and does not flush properly.

It sounds like you may have a partial stoppage in the bowl. You could try plunging it or better yet run a specialized snake for toilets called a closet auger through it.
