How do you change the heating element without draining the water?

You cant unless you want a bit of mess. You should drain down to the element being replaced, replace element and refill with water before turning power back on.

How do I drain this tank? There is no drain nozzle.

what tank is it? I have yet to see one without a drain, unless it was very very old

It's a Rheem Glas Standard and the model number is XXXXX It has two lines coming and a pressure release value. One line is at the top side wall and the other on the bottom side wall.

In this case I would shut off power, turn off water supply and just remove the element as fast as you can knowing you will have some loss. It is either that or get a pump and dicon top line and feed tube into tank and use pump to remove water.
