The timer motor could be burnt out or debris inside valve. Check motor for proper voltage first and then work your way in from there. Controller also could be at fault also

motor has proper voltage. if there is debris inside valve how do i check for that, or how do i clean the valve

you have to take apart and see if itgot debris in it

Well with out seeing it I cannot explain how it comes apart. But remove it from the cylinder and it might become more apperant as to how it disassembles
