Have 25425. Screen says "error:inhibited". Unplugged all

Have 25425. Screen says "error:inhibited". Unplugged all phones. Plugged in master phone. Now it says "line on" and I can put in number but phone won't dial it. If I call my number, I get a busy signal. Verizon says no problem with line.
JA: How old is the phone?
Customer: 7 years
JA: How long has this been going on? What troubleshooting have you tried?
Customer: Going on today. Unplugged all phones.
JA: Anything else you want the electronics expert to know before I connect you?
Customer: Power was lost during hurricane Matthew. We were out of town. Power on yesterday when we returned. Didn't try to use phone until this AM

Have you tested another working phone on the same telephone socket?
Do you have any other phones connected to the same line?

Customer: replied 1 month ago.
All phones are connected to the same line. Unplugged power to all of them, and replugged power on master phone. Error message disappeared. When try to dial, says line on, but not a real line sign. Can't dial out. Now get busy signal when try to dial our phone from cell phone.
