Phone continually says "Line in use" or "check phone line". Cannot receive or make calls. How to correct ?

What to do depends upon three factors I need to ask about:

1. what other phone and/or answering machine and/or fax -type devices are on the line with the phone in question?

2. what type of phone line service do you have? analong/POTS/landline, or digital/UVerse/MagicJack/etc. ?

3. and is there a DSL/ADSL modem on the line also?
