Gregory, do you mean that when someone calls you, they hear a message saying "memory full"?
If you pick up the line, and listen carefully, what do you hear? A few beeps or a fast tone prior to the dial tone, or just the usual tone?
Please check this on both lines
Okay we'll need to check something else as well,
unplug the phone lines and power cord from the panasonic base station,
then call yourself (home number) from an outside line. Do you still hear that memory full / call back message?

Please pick up a handset, and key in MENU #3251
up/down to YES if prompted, then SELECT
again if prompted, then OFF
Repeat with Menu#3252

The handset needs to be in standby when you do this, not on a call,
so don't press talk first
just menu #3251
