VM or Voice Mail is a service feature provided by the phone company or in this instance by COX Cable.
Have you tried checking the messages in your VM with COX?

Can you please try....to disable the Voice Mail feature of your Cox home phone service, you can turn voice mail off completely by completing the following steps.
You can also turn off voice mail by accessing Cox Connect using your Smartphone, Android, or Apple device.
The Panasonic does not have a VM, it has an answering system.
If you want to disable the Panasonic's built-in answering system, please post back with the model number of the base unit.
To turn of the Panasonic's answering system, have you tried pressing on the ANSWER ON/OFF button at the base unit? And would the indicator light of the ANSWER ON/OFF button also go OFF?
