Can you tell me a bit more about the problem please:1) If you have multiple handsets (within the same system), does this happen with all of them? 2) Are there other phones or even a fax, outside of this system but on the same line? If so are they working properly?3) Is this a landline from the local phone/cable company, or a VOIP service (vonage/magicjack/etc)?4) Do you have dsl service on the same line? 5) Full model of the phone(s) (printed on sticker on the base usually)
Okay the first step here will be to check the line with another device. Can you get/buy/borrow a basic corded or wall phone, and test it on the same phone wall jack used by the panasonic currently? That will help us to isolate the issue further.

that indicates that this is a line fault, it is not a panasonic/hardware problem, so the issue is on the phone company side, and your next step will be to contact verizon to open a service ticket, and they will need to send a tech out to your home to check the equipment on their end and repair it.
