Hello & Welcome to Just Answer,
Sorry I didn't see your question earlier and to hear of the issue you are having with your phone system.
IF a particular number is ***** via your Panasonic system, it would be stored inside the main base unit and would need to be ERASED. The procedure to do that is shown below, and NOTE - These steps are done using any HANDSET of the system.

To unblock a number do the following procedure:
NOTE: This is done when the system is NOT in use (not on a call).
On ANY handset press [MENU]
Press # ***** 1 7
Press the ▲ (UP ARROW) or the ▼ (DOWN ARROW) to select your desired entry (then number you want to UNBLOCK)
Press the softkey [ERASE], them press [SELECT] on "Yes"
Press [OFF] to exit the setting.
