Hello,
I'm Dr. Jo and I'm here to help you with your question about your Syrian hamster pups. I'm so sorry you're going through this, but glad you're looking for the information you need. You're definitely right to be worried... I'm sorry to have to tell you that bloated pups this age have a very high mortality rate, regardless of the cause. :-(
The most common cause of bloat in hamster pups is either an intestinal bacterial overgrowth or a birth defect that leads to liver failure.
You can read about one person's experience with bloat here...

In regards ***** ***** you can do, the best thing to do is to take your litter to an experienced and capable hamster vet. If you live in a big city or near a vet school, that is much more likely to be possible.
Other than that, the best recommendation I can make is to try the dietary suggestions of adding cucumber and carrot to the food.
Again, I'm really sorry. I know it's awful to feel so helpless in a situation like this when your babies are failing to thrive.
