This is done for a few reasons. It is not cruel and with some horses is a blessing. If you have ever ridden a horse you may have noticed that they have a tendency to react to things that they see in their peripheal vision. Blinders block their side view and allow them to focus on things in front of them making them easier to handle for training, racing, pulling and so on. The covers that block their vision completely are used for many of the finicky horses that react to everything. They are easier to control and move around because they are depending on the human to guide them. Because some horses are very high strung using these items causes less stress and anxiety with everyday activities.
