Mite are pretty common in budgies (especially scaly face mites) but other causes should be ruled out by a veterinarian. Giardia could be dianosed or even a bacteria infection. All require different treatments which must be prescribed by a veterinarian. Nothing over the counter will alleviate his symptoms. Testing is a must if you don't want to spend extra time and money (and possibly risking the health of your bird) on inappropriate treatments.
